Abstract

Mental Health care has undergone a radical transformation throughout history, both from the point of view of care and the consideration of the disease. The definitive turning point was the moment when the coverage of mental illnesses was integrated into the Health System. Since then, the Mental Health organization has evolved in response to the different needs of society, until currently reaching integrated health organizations, where Primary Care, hospitalary care and social services operate jointly, both from a healthcare perspective as of management. In addition, we must bear in mind that Spain currently has a universal coverage health system that is transferred to the Autonomous Communities, there being significant differences between each of them, as reflected in its particular Health Plans.

The methodology used is based on historical research techniques, focusing the analysis on the historical evolution of mental health and how this pathology has been approached in the Autonomous Communities that are the object of study.

Territorial and resource allocation imbalances increase in times of crisis. In this paper, this type of attention is analyzed in two Autonomous Communities, the Basque Country and Catalonia, which, although both of them are advanced in nature, present significant differences.
